1.5 France

                       The French parliament is made up of the House of

              Representatives and the Senate, legislate and budgets, including
              having the power to examine the operation of the administration

              team through inquiring about a live topic in the parliament, where
              the Constitutional Council has the duty to certify the provisions of
              the constitution. The members of the Constitutional Council will be

              elected by the President, Speaker of the House of Representatives,
              and the President of the Senate. In addition, former presidents

              are members of the Constitutional Council. Senators are indirectly
              nominated, that is, French voters will elect local representatives
              through an Electoral College. The Senate has the right to propose

              a bill and amend the law as members of the House of Representatives
              and the Prime Minister do. The enactment of such laws must not

              increase the expenditure of the state or reduce the state’s income
              and must not interfere with the government’s enactment power or the
              powers authorized by the Congress. Senator’s powers are relatively

              limited, especially in proposing a bill to reach a resolution. However,
              if the Joint Commission cannot reach an agreement again, the bill

              will be sent to both houses for reconsideration. Then, the House
              of Representatives will judge if their agreements are inconsistent.


                       Importantly, for development of democracy in France,
              in addition to the legislative field, both the reduction and limitation
              of the powers of the Senate and legal considerations, including
