House of Lords does not pass a Money Bill without amendments
within one month, that bill will be considered law immediately and
the House of Lords cannot amend money bills but has the only duty
to approve according to the House of Commons. The Parliament
Act 1949 further reduced the power of the House of Lords. That is,
the House of Lords could not reject a bill up to two years until the
introduction of the House of Lords Act 1999 limited the number
of hereditary peers to 92 because the House of Lords has been
relatively highly conservative by selecting in those noble families, and
this group no longer has the rights to succeed the position from
generation to generation and the rights to sittings of the House of
Commons or to vote.
1.2 Japan
The Constitution of Japan [1946] established a parliamentary
system and a two-house legislative system by setting the “Diet
or National Diet” as the highest legislative body of state power.
The Diet is the only organization that reflects the will of the people
and has the power to legislate consisting of the House of
Representatives and the Senate as required by the related
Constitution and laws. The constitutional provisions are intended
to designate the Senate as a Second House with a role similar
to that of the United States Senate, requiring a direct election by
citizens and having comparable powers to that of the Outsiders
House, which the intention of establishing the Senate in Japan was
