Executive Summary
The study of roles and duties of the Senate in the
parliamentary system, along with their effectiveness in enhancing
political stability and the development of Thai democracy aimed
to study and analyze the Senate structures of other countries as
a model for enhancing political stability and importantly contribute
to democratic development; to study the development of duties
and power of the Thai Senate from the past to the present; to
analyze the roles of the Senate under the 2017 Constitution
regarding enhancing and developing Thailand’s political system
and democracy; and to make recommendations for the development
of the power relations of the Thai Senate for being an institution that
plays an important role in enhancing and developing the strength
of Thailand’s political system and democracy. The principle roles
and duties of the Thai Senates were studied by reviewing ideas and
theories related to bicameralism, including studying and analyzing
the Senate structures of other countries as a model for enhancing
