                       1.1 United Kingdom


                       The United Kingdom is a constitutional monarchy with a

              parliamentary system, similar to Thailand. The upper house in the
              United Kingdom consists entirely of appointed members exactly
              like Thailand. The members of the House of Lords are divided into

              three large groups: hereditary peers, spiritual peers, and life peers.
              The House of Lords has the authority and duty to consider bills,

              all of which must be considered by both Houses of Parliament
              before being enacted. Also, committees were established by the
              House of Lords to review policies or to consider, gather, examine,

              and prepare information and reports for consideration of bills.
              Reduction and limitation of the power of the House of Lords has

              always existed, which the Parliament Act 1911 stated that if the
