Later, the Constitution of the Kingdom of Thailand, B.E. 2550
[2007]. changed the makeup of members of the Parliament in
many ways. For example, the House of Representatives consists
of 480 elected members, with 400 elected by constituencies and
the other 80 by a proportional electoral system, divided into eight
provincial groups. These proportions were changed again in 2011
by the Constitutional amendment stipulating that the Representatives
consist of 500 members, 375 by constituencies and the other 125
from the party list system. There are 150 members from electoral
provinces, and the others are from recruitment of knowledgeable
experts from all professional groups. Also, the Senate Selection
Committee consists of the President of the Constitutional Court,
the President of the Election Commission, the President of the
International Ombudsman Institute, the President of the National
Anti-Corruption Commission, and the President of the State Audit
Commission, one judge of the Supreme Court holding the position
as required by the Supreme Court, and judiciary in the Administrative
Court to perform the recruitment of the senators from a list of people
proposed by professional organizations.
To solve past problems, the Constitution of the Kingdom of
Thailand, B.E. 2550 [2007] is intended for senators to be a council
of various impartial experts; therefore, the qualifications were set
as follows: 40 years of age or over, graduating with a bachelor’s
degree, and unrelated to members of the House of Representatives
or those holding political positions, including must not be or have
