Summary and Recommendations
From the case study of Pak Mun Dam and Bang Kloi villagers,
it is evident that there are common causes of problems stemming from
the state's main role as a policy maker. When people in each group of
society are treated with inequality by ignoring participatory processes
in development and diversity, development ends up passive without
sustainability. The sole positive effect is people’s unity to demand
environmental justice. Gathering may become a space for public learning,
but the negative effect is conflict in society due to different interests
among stakeholders. Environmental impacts are clearly evident in the
case of Pak Mun Dam. Development has also changed the way of life
of the people, causing greater inequality in access to resources and the
economy. When such problems occur, the government has a duty to
deal with them. Moreover, in a world where communication is globalized,
such problems, especially the case of Bang Kloi villagers, can cause
Thailand's credibility to be shaken and eventually become seen as
a country that neglects human rights.
