                  (4) Lifestyle changes cause greater inequality. Due to policies or
development, changes occur in the area. The question is whether the

impacts will allow all people to receive benefits and impacts in equality
           or not.

                  (5) The burden of dealing with government issues. The increase
of state policy formulation and implementation without comprehensive

impact assessment makes a burden for management. In the end, the issue
will lead to litigation and waste a lot of time and money.

                  (6) Concerns of many countries. In the case of Bang Kloi Villagers

on the world stage, protection of human rights is inconsistent with the
United Nations Declaration on the Rights of Indigenous Peoples.

                  Solving the Issues

Both cases share a common characteristic. When problems occurred,
those affected filed lawsuits. After that, relevant agencies investigated

and took action according to their mandates. There are efforts to create
a mechanism to find a common solution such as a special commission.

However, each case has different details.
