        Phetchaburi Province, is related to the government's conservation policy

        and the living culture of the people, who live in the forest practicing
        shifting cultivation. When government policies and the traditional way

        of life of minorities are not compatible and the state chooses to follow
        the policies laid out by the state where minority cultures are given

        secondary importance.




               Cause of the problem


               (1) The state plays the main role as a policy maker to set policies
        that affect the villagers’ lives. The perspective of being the main developer
        destroys environmental justice. Since the existence of the state aims to

        centralize all resources through force or power of the state.

               (2) Treating people in society differently leading to inequality and

        discrimination, which clearly appears in the case of Bang Kloi Villagers.

        Refusal to accept local cultures in case of Bang Kloi villagers clearly
        reflects discrimination in access to environmental resources in terms of
        arable lands.


               (3) Meaningless participation process challenges feedback process

        in assessing environmental impacts like EIA, an important tool in deciding
        whether a development project will be approved or not. For example,
