in the case of Pak Mun Dam during the construction of the dam,
the working group responsible for the construction of the dam set off
explosions at the back of the dam without first studying the environmental
impacts. Although there were voices of opposition from many parties,
commenting on the impact on the environment, society, culture, and
public health, blasting went ahead without EGAT disclosing the impact.
(4) The public sector’s development and management lacks
diversity as seen from the case of Bang Kloi villagers. Because of the
lack of understanding of local traditions, which are connected to the
forest, coupled with inequality in education, the villagers have limited
occupational and career options. When they were pushed out of
the forest area, they had to become laborers without stable income.
They have no land for agriculture when there is no employment.
(5) Reactive development and management causes demonstrations
aimed at achieving environmental justice. For example, the Pak Mun Dam
case after the construction contains no policies and discontinuity of solving
problems to provide relief for those affected after 1996. There were
demonstrations in front of the Government House, Pak Mun Dam Ridge, and
Ubon Ratchathani City Hall. In response to almost every demonstration,
the government promised to resolve the issues, but no subsequent
action occurred. Nothing changed, and villagers had to demand promises
or relief from different governments repeatedly.
