(1) Complaints and Lawsuits. In the case of Pak Mun Dam, individuals
raised claims before, during, and after the construction of the dam.
Similarly, in the case of Bang Kloi villagers, petitions were filed with the
Administrative Court in an attempt to return to their former living areas.
(2) Solving Problems Corresponding to their Natures. In both cases,
when complaints or lawsuits arose from affected parties, it became evident
that government agencies, which received these complaints, continued to
perform their duties. However, those affected believed that the solutions
provided did not effectively address the root causes of the problems.
There seemed to be a lack of continuity in addressing issues, and the
responses were often perceived as insufficient.
(3) Efforts to Find Joint Solutions. Government agencies have
been responsive to citizens' complaints, and it is apparent that relevant
sectors have collaborated in addressing the problems. This collaboration
is particularly evident through the establishment of joint commissions
comprising representatives from various parties in both the Pak Mun Dam
area and the Bang Kloi village. For instance, in the Pak Mun Dam case,
several committees were formed to monitor and resolve issues, and
villagers employed a method of making demands to address their concerns.
