Guidelines for Resolving Social Crises concerning Inequality

in the Justice Process in the Southern Border Provinces

1) Adjusting the law enforcement in the southern border provinces

is important to be consistent with the actual needs in the area. The goal
is to bring security cases in the three southern border provinces under

the normal law.

2) The laws corresponding to the constitution, international

principles, and the rule of law must be properly enforced on suspects
and the accused in security cases.

3) A restorative justice process for a sustainable transition must
be in place. The focus is on compensating for damages and restoring

the trust of all parties to live together in peace and harmony.

4) The reconciliation dialogue process should be used to drive

progress at all levels, especially understanding the culture and myths
in the area.

Conclusion and Recommendations

1) Raise awareness and understanding about the justice process
for people in the area by collaboratively creating a perception process

and definition of justice with the people in the southern border provinces.
