to violence. Consequently, insurgents in these provinces often exploit
ethnic and religious identity to rationalize their violent actions in pursuit
of their goals. Furthermore, there are language and communication
challenges within the prison, particularly when dealing with inmates who
are Malay Muslims. Prison staff may lack proficiency in the Malay language,
which inmates use to communicate with one another and their relatives.
There is a problem with reviewing mail because prisoners may be unable
or unwilling to write letters in Thai, possibly because they cannot write
Thai or because their relatives cannot read Thai. Trust, then, becomes
a main issue in the prison."
