        a "weapon" in politics to manipulate dissenters and anti-government
        sentiments potentially leading to conflict and division.




               Catalyst of Issues


               The term “fake news” lacks a clear legal definition and scope.
        Fake news can potentially become a political tool to handle dissent.

        The interpretation of what constitutes “'distorted computer data”
        or “'false computer data,” as outlined in Section 14 of the 2017 Computer

        Crimes Act (No. 2), has provided a channel for the state to interpret and
        monopolize the determination of truth and falsehood, aligned with the

        mindset of policymakers in Thailand, who perceive fake news as a threat
        to security. As a result, the state can monopolize the use of power to

        “maintain stability” in situations as necessary.




               Risks from Communication during Political Conflicts Leading
        to Social Crises


               Fake news creates divisions and conflicts in society, particularly in
        situations of political conflict. However, there is no clear legal definition

        of “fake news,” leaving the government with the power to interpret what
        constitutes “true information” and “misinformation.” This issue is viewed
