Abstract
This research project is set for two objectives: The first, to
empirically investigate economies of scale for local governance in
Thailand. The second, an assessment of possibility to amalgamate small-
sized municipalities and sub-district administrative organizations in reality.
Policy recommendation as follows: (1) the optimal of local
population size per organization unite is approximately 10,000
population. (2) The quality of local public services is crucial and relevant,
it measurements by local performance assessment data (LPA), the LPA
indicated the large-sized local units tend to be significantly and higher
than the small-sized local unites. (3) Amalgamation measure is to reduce
inequality of resources allocation between local units and will increase
resource allocation capability, economize, and progression of public
service. And (4) in the transition period, voluntary amalgamation
approach is a possibility movement it may be reasonable to provide a
special grant due to incur high merging costs, reduced impacts, ant
various operation expenses.
