Regarding the aspect of inspection for risk reduction, researchers found that the highest scoring
sub-aspect, at good level, was giving recommendations by inspectors general (mean 7.55, SD = 2.23). The
lowest score, at fair level, was for the credible and secure complaint system sub-aspect (mean 6.23, SD =
2.89). The three groups of informants gave each sub-aspect similar ratings, as shown in Figure 5.
Recommendations for inspection system development
Researchers propose initial recommendations that the relevant agencies can apply promptly and
urgently, and structural recommendations necessary to perform the four roles of inspection, deal with new
challenges, and meet cabinet’s expectations for comprehensive and perfect inspection. Thus the inspection
