(mean 6.79, SD = 2.41). The lowest score was for accessibility and providing information to the public,
rated as fair level (mean 4.72, SD = 2.71). The three groups of informants gave each sub-aspect similar

In the aspect of inspection with good governance, researchers found that the highest score, at
good level, was given to the rule of law and virtue sub-aspect (mean 6.78, SD = 2.44). The lowest score
sub-aspect, at fair level, was participation and transparency (mean 5.38, SD = 2.77). The three groups of
informants gave each sub-aspect similar ratings, as shown in Figure 4.
