integrated inspection system should be reviewed in the following respects according to expectations of

               relevant stakeholders.


                       1. In  following-up  and  evaluating,  the  key  challenges  are  achieving  good  governance  and

               preventive  inspection.  Preventive  inspection  is  undertaken  not  only  because  of  legal  obligation,  but
               because  it  can  increase  cost-effectiveness  of  projects  and  protect  against  possible  future  damage  to

               practitioners and inspected agencies.


                       2. Regarding monitoring for examination, the key challenges are integration, connectivity, and a

               damage prevention role. These challenges make the inspection system play the role of a warning system,

               when  the  inspector  general  finds  some  abuse  or  mistake  that  might  cause  severe  damage  to  the
               administration. The integrated inspection system should link and transfer issues detected by inspectors

               general to specialist agencies that investigate particular types of problems.


                       3. The role of inspection in reflecting on and solving problems tends to be accepted by inspected

               agencies. A challenge is to practice good governance and area-based management so inspection is a

               valuable process that makes recommendations and solve problems in ways that involve participation and
               solutions consistent with local needs.



                       4. When initiating new policy, including proposing new measures and vision for approval by the
               cabinet, important challenges are inspection in accordance with area-based management and the connected

               and integrated inspection system. Inspection teams must not only possess appropriate technical skills but

               also must have skill to connect with other organizations effectively.


                       Re-design


                       To ensure all four aforementioned roles  are performed, the researchers suggest designing  an

               Integrated Public Service Inspection System.


                      1. There should be a regional inspector general (RIG) position designed in accordance with the

               regional  supervision  structure.    The  role  of  RIGs  would  be  to  administer  regional  inspections,  co-
               administer with other RIGs to improve the integrated inspection system, supervise inspection clusters,

               present inspection results for assessing policy, make proposals to the prime minister for improving and

               initiating new policy, and report directly to a deputy prime minister or the minister of the Prime Minister’s

               Office.
