2. An inspection cluster (IC) is a grouping or clustering of work within ministerial and
departmental levels according to specialist area. Ministerial/departmental inspectors general have to
operate on two levels: their own departmental/ministerial administration level, and at regional level with
other departments/ministries in the IC. Regional ICs will be grouped by ministries to work together at
regional level. The number of clusters will depend on the number of regions (with one regional inspector
general per region) and the number of regional inspectors general will tend to be equal to the number of
deputy prime ministers.
3. The inspection support system should be organized into two units, like administrative and
academic teams.

Within the aforementioned structure, there must be a career path system for inspectors general
and supporting staff.
1. Before entering to a higher position, every inspection staff member should have qualifications
in accordance with an inspection standard. If someone still has insufficient qualification, that person must
take training and pass an evaluation within a limited time frame.
2. A career development mechanism should be established, including requirements concerning
experience in relevant positions. Inspectors general and other staff should possess set durations of
experience in post before qualifying to advance to higher levels, for instance at least three years’
experience as an assistant before qualifying to become an inspector general. Personnel should also rotate
their areas of inspection. In this way, inspection personnel will get demonstrated knowledge and
experience and learn about various aspects of inspection before being promoted to a higher level.
3. The pathway to the RIG position should have more demanding qualifications so that the RIG
can act in the four roles and as a representative of the prime minister in supervision and inspection.
Besides adequate qualifications concerning standards and experience, the RIG must be certified through a
specific RIG training course and may be appointed by the prime minister and approved by Senate.
