(mean 5.78, SD = 2.08) were given the lowest scores, but informants see considered them as being at
moderate level.
Considering the views of informants by group, i.e., inspectors general, assistants to inspectors
general, and civil advisors, inspectors general tend to give high ratings on the integrated inspection
system’s responses to all five challenges. Assistants to inspectors general and civil advisors, however,
tend to agree that the integrated inspection system still does not deal with the five challenges effectively.
The reason why civil advisors assign quite low scores might be because the civil advisors are not closely
involved in the inspection process, specifically in formulating issues, planning, and reporting. The only
stage that involves civil advisors is co – inspection with inspectors general in each advisor’s local area.
This makes civil advisors have less acceptance of the integrated inspection system compared to other
groups of informants.
