In the case of Bang Kloi villagers in Kanchanaburi Province,
the community is considered the largest ethnic group in Thailand and
they experience inequality in access to economic opportunities due to
the government's conservation policy. The culture of the community was
based on living in the forest and subsisting through shifting cultivation.
Government policy and the traditional way of life of this minority were
not compatible. The state chose to follow its policies without addressing
this cultural minority.
Both cases reflect that the allocation of natural resources
and environmental management are still centralized. The government
administrators work according to law without a participatory process. Proper
solutions include fair environmental justice mechanisms to create shared
ownership with the locals, being open to listening to different opinions
to settle issues effectively, and enhancing the strength of people's
rights and participation. If the public is strong, willingness to accept the
government’s project with joining hands will be developed with the
importance of natural resources and environment of the country taken
into account.
