The case studies of the criminal justice process reveal the
inception of the justice administration and the presence of loopholes
in the criminal investigation system, leading to the abuse of power
through corruption.
One of the cases was related to Pol. Col. Thitisan Utthanaphol,
also known as “Jo”, the former superintendent of Nakhon Sawan
Police Station. In this case, Pol. Col. Thitisan Utthanaphol, along with
six subordinate police officers, used a black bag to cover the head of
a drug suspect, Jirapong Thanapat, resulting in the suspect's death
while in custody at Muang Nakhon Sawan Police Station. Subsequently,
Pol. Col. Thitisan Utthanaphol was charged as a defendant in a murder
case involving torture and cruelty.
The Public Prosecutor of the Anti-Corruption Case Office 3 filed
a case against Pol. Col. Thitisan Utthanaphol and six other police officers
with the Central Criminal Court for Corruption and Misconduct as Case
No. Tor. 180/2021 on September 15, 2021.
The defendant was charged with four offenses:
(1) acting jointly with other officials to negligently fail to perform
the duties with the intent to cause harm, and dishonestly performing
or refraining from performing duties;
(2) collaborating with government officials to refrain from duties
