Guidelines for Resolving the Crisis in Criminal Investigations
1) The first option is the reform of the police and criminal investigation
work through prosecutors’ power to investigate. The investigative level
contains three groups of cases: (1) cases with a criminal penalty of
five years or more; (2) cases involving death; (3) cases with complaints.
2) The second option is the reform of the structure and investigation
system through establishment of a new organization separated from the
Royal Thai Police with specific responsibility for criminal investigations.
3) The third option is the reform of the investigation process through
adjustment of the administrative structure in the police organization and
mechanisms of integrated criminal investigation, namely, forensic science
to find the truth and verify evidence in cases.
Conclusion and Recommendations
The case studies highlight critical problems within the justice
process and their root causes. One significant incident can directly impact
the entire criminal justice system at the level of criminal investigation.
The first line of the criminal justice system is the government officials
who are responsible for preventing and suppressing crime but sometimes
engaging in crime themselves involving abuse of power and dishonesty
