(6) To promote the government sector to work with the civil society sector and
communities to enable the officials in the government sector to be aware of the general
people’s needs and opinions; this will further help propel the government sector’s working.
(7) To give opportunities to children and youth to think, analyze, comment,
share opinions, and present the useful information in schools or other places appropriately.
(8) To provide the formal curriculum and teaching and learning by focusing on 3
main following aspects:
(8.1) To make the learners have knowledge and understanding of the
democratic regime of government with the King as Head of State, as well as other
knowledge and understanding in the economic, social, cultural, and environmental domains
related to the learners.
(8.2) To make the learners enhance the characteristics and personal skills
necessary for their living in the democratic regime, e.g. creativity, systematic analytical
thinking, patience, emotional maturity, and self-responsibility, etc.
(8.3) To make the learners enhance the characteristics and social skills, e.g.
respect to rights of other people, respect to differences, acceptance for opinions of other
people, social responsibility, respect to social rules and regulations, etc.
2.2 Legal measures and mechanisms
At the initial stage, the Researcher is of opinion that the Constitution of the
Kingdom of Thailand B.E. 2560 (A.D. 2017) deems a model of performing civic duties in
claiming for rights and liberties. Nevertheless, the Researcher views that some legal
measures and mechanisms should be added to promote and support the performance of
civic duties in claiming for rights and liberties as specified below:
(1) The Constitution of the Kingdom of Thailand B.E. 2560 values the civic duties,
so it imposes that the State shall take actions to make the rights, liberties, and duties of all
Thai people guarantee tangibly. As a result, Chapter V, Duties of the State has been
imposed, that is, not only every Thai person shall have the civic duties, the State also has
the duties to take actions consistently. In particular, Section 51 imposes that the people and
the community shall have the right to follow up and urge the State to perform such act, as
well as to take legal proceedings against a relevant State agency to have it provide the
people or community such benefit. However, Section 45 of the Organic Act on Procedures
