2. Suggestions
2.1 Policy measures and mechanisms
The Researcher considered that, for the implementation of Section 71, paragraph
two of the Constitution of the Kingdom of Thailand B.E. 2560 (A.D. 2017), which imposes that
the State should promote and develop human resources to be good citizens with higher
quality and abilities, the State must establish the holistic human resource policy and
development direction whereas all related stakeholders must be taken into account. The
policy measures and mechanisms to be implemented are proposed as follows:
(1) To promote the “Political Studies Center” owned by the State or the private
sector with duties of designing, undertaking, and monitoring the education management for
citizenship. The mission of this Center shall cover all formal, non-formal, and informal
education.
(2) To strengthen the “civil politics” as carried out by the State, which must be
developed from the active citizenship. The State should also promote the public
communications, set up mechanisms to promote the formation of people and social
movement whereas the State shall not obstruct this, but educate and create mechanisms
for general anti-corruption and whistleblowing of corruption. To elaborate, the State must
provide certain convenient and updated whistleblowing channels for general people based
on information technologies easily accessed while the whistleblowers’ private information
must be protected seriously. The State must also promote the general people to have
awareness and enthusiasm in monitoring the operations of civil servants, government officers
or state officers by giving the reward, etc.
(3) To encourage the government authorities’ administration under the principle
of good governance whereas the general people are permitted to be involved in planning,
monitoring, examining, and improving the government affairs.
(4) To revise and fix the precise and practical target of citizenship by taking into
account the target groups and related mechanisms in order to enhance the appropriate
formal and non-formal learning.
(5) To encourage the mass media to communicate any public information which
helps promote citizenship while the mass media’s rights should not be restricted or
threatened if its presentation is under the applicable laws while the State may subsidize the
mass media on this matter.
