                                       King  Prajadhipok  wanted  the  Privy  Council  to  function  as  a truly  effective  political  organ  and
                                       assigned  the  task  to  The  Supreme  Council.  A  committee  was  set  up, with  Prince  Nagara
                                       Savarga as chairman, resulting  in  an  Act governing the  appointments and function  of the Privy
                                       Council on 2 September 1927.

                                       Besides  efforts  at  political  reforms  at  higher  levels, the  King  also  moved  to  build  up  political
                                       awareness among the public.  This was done through educating people about the local govern-
                                       ment, i.e. Municipal Government, with the ultimate aim of a democratic system of Government.
                                       A  Municipal  Act  was  drafted  in  1930,  revised  and  passed  in  1933.  (The  photo  of  Bangkok

                                       In  accordance with  true  royal  tradition, King  Prajadhipok  had  strong  determination to  fulfil  his
                                       royal  duties, i.e. to  work for the  progress  of the  country  and  welfare  of the  people.  Thus, his
                                       efforts to be close to the people, as evident in his speech while on visit at Phuket in  1928.
                                              " ... The  reason I come here to  Phuket is  to see the place and its  location and to per-
                                       sonally study the conditions and the problem of the region.  Equally important, I wish to acquaint
                                       myself  with  my people,  whether  they  be  government  officials,  learned  monks  or  teachers,
                                       merchants or the people in general.  As has been customary from olden days in Siam, the rulers
                                       and the  ruled  have  shared their joy and sorrow.  My  first-hand knowledge  from  this  visit  will
                                       enable me to work for greater benefit and happiness of the people in this region ... "

                                       During  the  reign  of  King  Prajadhipok,  communication  was  improved  through  construction  of
                                       many main and feeder roads.  The  Land Traffic Act was revised.
