budgets from different sources that are appropriate for the administration by the

special LAO of Ko Samui.

Therefore, as for making the push for the concrete establishment of the

special LAO of Ko Samui suitably and concretely successful, this research work has

the main goal to survey on the missions of different governmental agencies, both the

central government and the LAOs, which have involved in the process and have

been assigned to be responsible for different projects in the area of Ko Samui District,

in order to attain information that leads to the capability of giving suggestions that

are relating to proper power, responsibility and budget ratio for the establishment

and delivery of public services when Ko Samui District is recognized as the special

LAO of Ko Samui.

From the study, the research team has found out that at present, the

area of Ko Samui District, Surat Thani Province, is regarded as a key strategic area for

economy and tourism for the area of Gulf of Thailand Side in the southern region of

the country, with 71 governmental agencies in total operating and driving the

missions, and administrating and delivering public services in all aspects, such as
transportation, education, public health, infrastructures and city plan, occupations

and labor, natural resource and environment management, peace and order, and

security, in order to meet the needs and expectations of people of Ko Samui.

The aforementioned 71 governmental agencies can be divided into

2 types. The first type is the agencies from central administrative organizations

(central government) that operate in the area of Ko Samui District directly under the

frameworks or policies by the directors-general or leaders from governmental

agencies from the central government, in accordance with the concept of

centralization, without the need to be passed through the governor of Surat Thani

Province or the governor of Ko Samui District. The number of agencies of this type is
