Samui District, in accordance with the concept of decentralization, which means the
decision is to be made by representatives of the state that are inside the area of Ko
Samui District (Prefectorial System), under the governor of Surat Thani Province or
the governor of Ko Samui District. The number of agencies of this type is 24. In
addition, there are 2 other agencies that are state enterprises.
At the same time, throughout the period of the past 7 fiscal years, from
2015 to 2021, each of the agencies of the central government and local
administrative organizations, and state enterprises, have received allocated budgets
to run operations and projects in the area of Ko Samui District, Surat Thani Province,
for 455-901 million baht per fiscal year. Most of the projects that such agencies of
the central government and local administrative organizations, and state enterprises,
have received allocated budgets for the execution in Ko Samui District are under the
responsibilities that are assigned to Nakhon Ko Samui Municipality by central
administrative organizations in accordance with the 2 action plans to set the
procedure of the decentralization to LAOs, and missions of Nakhon Ko Samui
Municipality, but Nakhon Ko Samui Municipality has not received any transferred
responsibility in accordance with the plans, except small ratios of budgets that
different agencies have allocated to the execution of projects that are not included
in the scopes of power and responsibilities of Nakhon Ko Samui Municipality.
Furthermore, throughout the period of the past 7 fiscal years, the Surat
Thani Provincial Administrative Organization, as the LAO with the scope of power
covering the entire province, has allocated budgets for the projects to deliver public
services in the area of Ko Samui District, for 9 million baht to 74 million baht per
fiscal year. Meanwhile, Nakhon Ko Samui Municipality, which is the LAO with the
scope of power covering the entire Ko Samui District, has been able to generate the
revenue for the period of the past 7 fiscal years, for 560-930 million baht, which is for
driving the activities to deliver different public services in order to respond to
