transfers or 19 responsibilities. In addition, there are also other 5 responsibilities that
are not relating to any governmental agency or are new missions especially designed
got the special LAO of Ko Samui.
Based on power and responsibilities to deliver public services as
mentioned before, Ko Samui, recognized as the special LAO of Ko Samui, should
receive annual budget from 999,918,210 baht to 1,551,476,060 baht, which is the
amount that is suitable for and concurrent with the power and responsibilities to
deliver public services of the special LAO of Ko Samui. In other words, the special
LAO of Ko Samui should have revenue in each fiscal year that increases from the
current revenue of Nakhon Ko Samui Municipality for the range between
269,854,900 baht and 831,476,060 baht in order to have enough money for delivering
public services after Ko Samui is completely recognized as the special LAO of
Ko Samui. Nevertheless, the aforementioned amounts of budget have not covered
the expenses relating to resources and personnel transferred from the central
government, LAO or state enterprise and Surat Thani Provincial Administrative
Organization.
The increased income of the special LAO of Ko Samui will enable the
special LAO to rely on itself by modifying the structures of revenue sources in
different forms for appropriateness , in the respects of taxes, customs, fees, penalties
and other incomes such as property and building tax and local maintenance tax in
accordance with respective laws, fees for aircraft, fee for hotel business in the area of
Samui Island, admission fee from visitors entering the area of Nakhon Ko Samui
Municipality, fee for tourism, fee collected from people with no domicile in the area
of Nakhon Ko Samui Municipality, airport fee, guarantee money from big enterprises
with risk for damage in the area of Nakhon Ko Samui Municipality, subsidy from the
state, incomes from properties and incomes from infrastructures.
