diversified dispositions, needs and expectations of the local people of Ko Samui and
to the expansion of economy, tourism industry and number of tourism visiting Samui
Island.
The findings from the surveys on missions and ratios of budgets allocated
by governmental agencies of the central government and local administrative
organizations, and state enterprises for the executions of projects in Ko Samui
District, as mentioned before, enable the research team to envision that in the
future, if Ko Samui is recognized as a special LAO, the special LAO of Ko Samui
should be different from other LAOs in general so that the aforementioned special
LAO can have an efficient local administrative system with strength, public
participation and professionalism in doing the works and running the missions to
directly provide public services for tourism by combining the pattern of special local
administration organization with the pattern of public organizations in charge of
tourism.
The aforementioned special LAO of Ko Samui must have power and
responsibilities to provide broad public services that cover the contexts of
administration, and support and promote tourism, economic development,
infrastructures and city plan, peace and order, disaster prevention, education, public
health, management of environment, trash and pollution, life quality development,
and conservation of local traditions. The aforementioned power and responsibilities
of the special LAO of Ko Samui are under the administration of a central
governmental agency in the level of a department, or equivalent, which will have to
transfer the mission to special LAOs. The total number of such
departments/equivalent agencies is 31, in 13 Ministries/equivalent agencies. In
addition, there must be 1 key LAO or Surat Thani Provincial Administrative
Organization responsible for running the central administration and transferring 45
