which are different from issues encountered by other local administrative

organization in the same level throughout the country. Consequently, problem

solving and public service provision measures by Nakhon Ko Samui Municipality are

not efficient or effective in meeting the needs and expectations of the locals.

With the problems, needs and expectations of local people in Ko Samui

District, together with the growths of economy, tourism industry and number of

tourists that have been continuously rising and the o capability of the local

administrative mechanism of Nakhon Ko Samui Municipality in solving problems in

the tangibly efficient and effective manner, all the involving sectors, namely,

Nakhon Ko Samui Municipality, academics, private sector and people of Ko Samui,

have been trying to study on and push Nakhon Ko Samui Municipality to become

recognized as a special local administrative organization (LAO) that has scopes of

power, responsibilities, budgets and local administrative system that are different

from those of other LAOs in general, with the goal to enable the special LAO of

Ko Samui to become a local mechanism that plays important roles in promoting and

encouraging the locals in the area of Ko Samui to participate (public participation) in
local self governance.

Recently, concerning the process to drive the establishment of the

special LAO of Ko Samui, academics have begun to study on problems, limitations

and solutions to problems, along with suggesting the proper administrative model

that is suitable to Ko Samui area, as mentioned in previous research works.

Nevertheless, the concrete establishment of the special LAO of Ko Samui still needs

the surveys on mission and ratio of budget from governmental agencies, both the

central government and the LAOs, which have involved in the process and have

been assigned to be responsible for different projects in the area of Ko Samui District,

in order to get information that can be put in the database of key information for

making decision on the design of the structure of power, responsibilities and ratio of
