The main objective of democracy and Rule of Law is

to create a fair society through the government and policy
process that enables the allocation of resources and public
services to the people with equity and inclusiveness. In
Thailand, public policy has the objective of allocating
resources from the state sector in the forms of budget,
public services, and social welfare to various sectors in the
country, particularly to marginal people with low income
and limited access to government services. However, in
the past, there have been many problems with

implementation of such policy due to inequity in access to
