3) Automobile Parking Service

This study presents a case of Car Parking Service in Bangkok. The service fees are
divided into 2 groups: 1) a fee to park automobile beside the roads in all 66 areas and 2) a

fee to park in parking buildings in 2 areas—Talad-Yod and Banglampoo Building in Phra
Nakhon District as well as Suanmali Markets and Chalermkhet 2 in Pom Prap Sattru Phai

District. The collection of the fee in Bangkok, authorized by The Act on Regulating Automobile
Parking in Municipality and Sanitary (2503 B.E), the amendment No. 2 Act (2535 B.E) and
the Bangkok Automobile Regulating (2536 B.E), with the rates of the fee.

The amendment of the law to allow local governments to collect automobile parking
fees will be another way in the development of the local revenues. Local governments may
arrange the collection of parking fees by the private sector and Subdistrict Administrative Office
holds the authority to regulate automobile parking and the collection of the fee.

4) Special Public services

This study presents a case in the collection of the fee from the use of the Udon Thani
Stadium. The stadium is very modern and inclusive. Those who wish to use the stadium must
be registered as a member and charged membership fees. The municipality has set rates by
age groups of users. The stadium includes Futsal Court, Soccer Filed, Multi-purpose Gym,

Yoga Room and free space around the stadium. Moreover, there is an additional membership
fee for the maintenance of the facility. The fees are based on the time of the service. The

management of the stadium and the collection of the fees are subject to the practice of using
sports facilities and sports equipment of Udon Thani (2555 B.E).

5) Natural Attractions

This study presents a case of the collection of the fee from natural attractions—
Saphan-Yoong Hot Waterfall under the restriction of Khlong Tuam Niea Subdistrict, Khlong

Tuam District, Krabi Province. The Subdistrict Administrative Office has issued the Act on the
Management of Saphan-Yoong Hot Waterfall to administer the operation of Saphan-Yoong
Hot Waterfall by the Executive Committee Board made up of the chairman and the officers of
Khlong Tuam Niea Subdistrict. The board makes a decision for the rate of the user fee, vehicle

fee, pool access fee, hot shower fee, natural hot water pool fee, accommodation rental, and
building rental.
