All of the revenue collections proposed in the study have been implemented and very
common to most local governments and they are relevant to the development of local
revenues. For example, solid waste management, wastewater treatment, and car parks are
important public services today especially in expanding areas of cities.
When local governments enhance the quality of the services as an alternative to the
people with purchasing power to reduce the congestion of the public services, local
governments should raise the rate of User Charges as the means for the development of local
revenues. However, the increase of the rate must be fair with only intentions in provision of
public services to citizens, not the profits, with regard to the fairness and equality of access to
public services for all citizens. In the development of local revenues, local governments should
rely on existing local natural resources such as forests, waterfalls, and hot springs. User
Charges can be collected from the use of the local natural resources, compatible with User
Pays Principle. In addition, the collection will stimulate the public’s awareness and appreciation
of the local natural resources.
This study presents 5 cases of the imposition of the public service in order to provide
concrete ideas in the development of local revenues in each category. The details are as
follows:
1) Solid Waste Management Fee
This study presents a case of Solid Waste Management Fee in Takhli District,
Nakhon Sawan Province. The fees are set forth in the ordinance of Takhli District on the
management of sewage and solid waste (2552 B.E). The fee rates are based on the amount
of solid waste or sewage and the user group. The municipality collects the fees along with
water utility fees because the municipality also provides tap water to households. The fees can
be collected thoroughly from every household enhancing the development of local revenues.
Local governments can develop the local revenues with fees of waste management if
the law is amended in order to provide the authority to all local governments to collect fees for
waste management or other alternative means to collect related revenues such as selling trash
bags.
2) Wastewater Treatment
This study presents a case of Wastewater Treatment Fees in Pattaya City. Since
Pattaya City is the county with the pollution control law. It charges a fee for wastewater
treatment according to the Enhancement and Conservation of National Environmental Quality
Act (2535 B.E), and the fees under the control of the National Environmental Board. Pattaya
