1.2 Local governments should pass the local ordinances on User Charges. Local
governments already have the authority to do so, but public interest at the local level must be
taken into account by providing equality of access to public services of all target groups.
2) Rates of User Charges for Public Services
2.1) When the rates of User Charges are considered, the public interest must be
taken into account with the equality of access to public services of all target groups as well as
the necessities for the people’s livelihood. According to these principles, this study has
proposed three forms of User Charges to be used in the process of imposing User Charges as
the following:
Form I: The rate equal to the cost of providing the public service to enhance the
quality of public services to the better standard
Form II: The rate equal to the cost of providing the public services for certain
groups of citizens, but lower than that for other groups of citizens such as the
elders, children, and non-profits, suitable for secondary public services that can
be provided as individual units
Form III: The rate lower than the cost of providing the public services, suitable
for primary public services that cannot be provided as individual units
2.2) Subsidies to the cost of providing public services Local governments should
subsidize the costs of providing public services relevant to public interest in the proper
proportion to serve the group of citizens with lower incomes and limited access to primary
public services.
3) Structure of User Charges from public services
The structure of User Charges includes a variety of public service such as a single
rate and sliding rate proportional to the volume of the services, or based on the time of the
services or user groups. Local governments can impose the structure that suits the types of
public services.
2) Suggestions of the potential implementation for the collection of User
Charges for Public Services
This study proposed these following User Charges to be implemented 1) Solid Waste
Management Fee 2) Wastewater Treatment Fees 3) Car Parking Fee 4) Special Service,
and 5) Natural Attractions. These public services have potential to the development of local
revenues.
