2545 B.E Both acts do not prohibit the establishment of foundations and cooperatives by local
governments.
Overall, the operations of Local Public Enterprise by local governments are not very
common and the operations often have unique forms as a unit in the structure of local
governments. In a survey of all 684 local governments, the result shows that the majority of
the 389 local governments, representing 51.7 % do not operate Local Public Enterprise, but
there are 295 local governments, representing 39.2 % operate Local Public Enterprise.

Although social enterprise initiatives of local governments in Thailand are not included in
the observation and data collection, it is found that some local governments operate
cooperatives but not for public services such as savings cooperatives. Only one operation of
the foundation for public services by a local government is found called Taksin Rayong
Foundation supported by the Rayong Provincial Administrative Organization for the
management of Taksin Rayong High School.
The establishment of Local Public Enterprise’s revenues by local governments is still in a
low proportion when compared to the revenues collected by local governments and the total
revenues of local governments. For example, 200 municipalities in 2013 had the revenues at
only 370.28 million baht from the utility and Local Public Enterprises when compared with the
revenues at 11,098.18 million baht collected by local governments.
