ABSTRACT
Games are a popular tool utilized to enhance civic skills by political parties, civil society
organizations, and educational institutions. In the past decade, the design and development
of citizenship-oriented games was the reaction to questions about the quality of democracy.
In this respect, the substantive contents and mechanisms of these games often focus on
the subject matters of youth’s political participation, civic experiences, and the empowerment
of proactive agents of change. However, the design and development of such games
on their own are insufficient to drive a meaningful change with regard to the enhancement
of civic skills. Against this backdrop, it is of crucial importance to examine the facilitation
strategies for enhancing civic skills.
In general, a myriad of citizenship-oriented games has been manufactured.
However, only a few of them have been widely used for a long time by various groups of
users. One of them is Sim Democracy. It is a board game which is designed to address issues
concerning civic skills and elections in a democratic society. Sim Democracy has been adopted
by various users in Thailand and abroad, leading to the puzzle about the dynamics related to
the employment of the game under different contexts as well as differences in the facilitation
strategies.
This research firstly aims at comparing the facilitation strategies for enhancing
civic skills in Malaysia, the Philippines and Thailand developed by the following users of
Sim Democracy: political parties, civil society organizations and educational institutions.
Secondly, it seeks to synthesize the model for the implementation of game for enhancing
civic skills. In terms of research design, this is qualitative research. Data are collected from
documentary research and in-depth interviews in Malaysia, the Philippines and Thailand.
