2. Financial behavior for this general election can be divided into two parts:
An allowance from the party and using their candidates’ budget. We found that new parties with
first-time candidates receive an allowance budget from the Election Commission. These allowances
are not enough to run their campaigns so the candidates need to spend their own money on
their canvassing teams. Meanwhile, well-known parties that have enough money will be allocated
more than the small parties, although the amounts still are not enough to cover all their expenses.
Candidates must spend money needs on such things as administrative expenses, payment to
canvassers. In conclusion, even though candidates are allocated a budget by their parties, they also
need to prepare their own money beforehand. The most important factor of running the campaign
is budget for electioneering, so the candidates must be ready to spend their own money in order
to increase their popularity, and eventually get the seat in parliament. One more interesting factor
about budgets in this general election is that they were carefully spent and strictly organized.
Candidates try harder to follow the ECT’s rules and avoid doing anything illegally. Electioneering
techniques in support of campaigns, for example erecting banners and distributing t-shirts, caps,
posters, and leaflets had to be controlled and done in accordance with ECT rules. Parties that
had their own centers to take care of electioneering techniques were better able to follow the
rules. The ECT Sakeaw focused more on electronic campaigns. The ECT Sakeaw has system
to check and get the report about election fraud and buying votes. Most reported cases of rule
violations were about the candidates who had joined in people’s ceremonies, but there was no
evidence of vote-buying. Through interviews, it was discovered that most of the reported cases
were the candidates paying for transporting people to join and listen to their speeches. From the
public’s perspective, they think that spending for this election may not abide by the laws because
the election laws are too complicated to understand, but they also think it does not matter to
them because they only focus on parties’ policies, the electioneering techniques, and canvassers.
3. Private sector organizations, which are stakeholders in the election in Sakeaw area,
have no policies about supporting parties or groups of parties specifically. They never show their
relationship between politicians directly.Since, the election and stakeholders of electional roles
has a different direction, and they have never been supported each other. Especially when there
is political polarization change they cannot choose or show their support directly. This situation
ensures theirs cannot choose which side they want to support. These organizations allow their
people to choose political sides freely and never control their members at all. Through interviews,
