                      1.   Factors from the then-current political situation in Thailand, which was governed

                            by the National Council for Peace and Order (NCPO) under a cabinet composed
                            mostly of soldiers.  At the beginning, Thais accepted the NCPO because they

                            thought it would be good and peaceful for the country.  As time passed by, they
                            tended to get tired of the government’s management processes, which seemed

                            unsuccessful, for instance, problems of economic management, and depressed
                            agriculture and production. This dissatisfaction drove the urgent need for a general

                            election.

                      2.   The change in political polarization in the group of ascendant politicians called
                            “Ban-Yai Sakeaw” who have controlled Sakeaw for ages.There is one political

                            family that has worked for Sakeaw from generation to generation. Sakeaw has three
                            seats in the House of Representatives, and all three are usually won by members

                            of this family. In the last general election, however, two members separated
                            themselves from their uncle’s party and worked with the opposition party. Clearly,

                            the problems between opponents draw attention from local people and make them
                            show more interest in the political process.


                      3.   Election law factors are related to the Constitution of the Kingdom of Thailand
                            No. 20 and the Organic Law on Political Parties.  New laws concerning elections

                            were established, for instance there would be a single ballot that would count as
                            a vote for both for the MP and the party; consequently, if a party does not have

                            an eligible candidate in a constituency, people there cannot vote for that party.
                            The single ballot also confused people, and some did not even know that there

                            was only one ballot paper.

                      4.   Change is needed regarding the general election factors. Obviously, people in
                            Sakeaw really want to see and change the way of politics here.  The political

                            power in Sakeaw has been monopolized by one group.  The policies from the
                            group called “young blood” meet people’s need more than populist policies.  Local

                            people also agree to that political polarization is changing, because they usually
                            vote for individual politicians, not the party. Local people need a person who is

                            easily reachable and will always be there when they have problems.  Even though
                            these individual politicians may switch parties, the people will still vote for them.
