Conclusion For Executive
The Study Report on Performance evaluation of the
Thai Parliament (the National Legislative Assembly)
This study of the National Legislative Assembly’s Performance Evaluation Program aims
to assess the performance of the Thai Parliament in accordance with the criteria and
conceptual framework of the Inter-Parliamentary Union (IPU) and to make recommendations
to the actions of Parliament. The results of the performance of the National Legislative
Assembly acted as the Parliament between 31 July 2014 and 21 May 2009 in which the
study was to collect and analyze data using qualitative research which consists of
documentary research, organizing a focus group, and in-depth interviews with experts. There
were two sample groups consisted of: The first group is specialized, consisting of former
members of the house of representatives and former senators, senior government officials,
the media, civil society representatives, non-governmental organizations, local government
representatives, private sector representatives, and academics, a total of 16 people. And the
second group is a group of representatives of the people in the area, a group of
representatives of the people in the area, examples are Chiang Rai Province, Udon Thani
Province, Nakhon Si Thammarat Province, and Bangkok. A total of 87 people were selected
for purposive sampling for a total of 103 samples.
This study used a quantitative study process through questionnaires, which the
investigators improved from the research tool on the Political Institutions and Democracy
Development Research: Case studies of the Parliamentary actions in accordance with the
criteria and conceptual framework of the Inter-Parliamentary Union (IPU).
1) Representation of the people consists of 3 sub-elements for a total of totaling 11
questions.
2) Audit Management consisted of 5 sub-elements for a total of 17 questions.
3) Legislative function consists of 5 sub-elements for a total of 13 questions.
4) Parliament’s transparency and accessibility consisted of 8 sub-elements for a total
of 18 questions.
5) The accountability of parliament consists of 4 sub-elements for a total of 8
questions.
6) Participation in international policy consists of 7 sub-elements for a total of 15
questions.
A total of 82 questions were analyzed by the researcher using descriptive statistics such
as percentage, mean, and standard deviation.
