operations in accordance with all steps of the election plan. The province was divided
into four constituencies. The auditorium of Mueang Suphan Buri District Office was
used for candidate registration. The election application period was from February 4 to
February 8, 2019. In total, 112 people from 32 political parties applied to run as
candidates. The pre-election activities were organized at the auditoriums of regional
government organization, schools, and community center pavilions. 3) Some candidacy
applicants lacked qualifications because their political party was dissolved or because
they were members of multiple political parties at the same time. 4) Election
announcements and posters concerning the election were posted at the offices of
regional and local government organizations in Suphan Buri Province and offices of
local administrative organizations. 5) There were campaign walking events, organized
meetings, and closed circuit broadcasts. 6) The overall allocated budget was appropriate,
but expenditure items could not be reimbursed. 7) Some rules and regulations
were not clear resulting in slowness in work performance and the occurrence of minor
errors. 8) The election work received good support and cooperation from various regional
and local government organizations.
1.2 The roles at the constituency and polling place level are as follow. 1) There
was election planning and the election activities were carried out in accordance with the
plan. However, since there were a lot of candidates in each constituency, the people
were confused. 2) Announcements of the lists of candidates and the lists of eligible
voters were posted in front of the polling stations. 3) State officials responsible for the
election process had to carry out their work carefully due to the fact that the number
of personnel was small and it took a long time to do the work. 4) The duration for vote
casting was rather long resulting in the responsible personnel being fatigued. 5) The vote
counting and reporting of voting results were carried out in a clear and orderly manner.
However, there was the problem of information and communication technology being
unstable, and breakdowns resulted in the reporting process having to depend on
information from written documents alone. 6) Some eligible voters could not find
their names on the posted lists, and some people could not remember information
concerning the political parties and names of candidates.
