International Organizations’ Role on Peace Process and Some Perspectives on Southern Thailand’s Future
2. For the violent conflict in the Southernmost part of Thailand, the direct role is being
played by the Malaysian government as facilitator. This role has progressed slowly due to
various factors such as (1) the change in Thai political scene that resulted in the change of
the head of Thai government delegation from General Aksara Kerdphol to General Udomchai
Thammasarorat and recently to General Wallop Raksanoh on the 1 of October 2019. (2) the

change in Malaysian political scene in mid-2018 that resulted in the change, on the 9 of
August 2018, of the person in charge of the facilitation from Dato’ Sri Ahmad Zamzamin Bin
Hashim to Tan Sri Abdul Rahim Mohd Noor ( 3) Sukree Haree, head of Peace Dialogue

delegation of MARA Patani, resigned on the 22 of May 2019 on health reasons.
3. Since 2013, the Peace Process and the Peace Dialogue Process had a slow start and
have been moving on in a nonlinear manner with some new start, some stop, and even some
regression.
4. The change of the head of the government delegation has impeded the
implementation of the agreement achieved at technical level. The case in point is the
abandonment of the project to create together a safety zone in a district. This has affected
the confidence of the MARA Patani side. During the second half of 2019, the peace talk was
stalled.
