               B. Thailand: ECT Performance Indicator Framework


                        Through the desk research, the interviews with the key informants
               from the ECT, and two focus groups with various sectors (including

               the ECT executives, scholars, two former members of parliament,
               representatives from political parties, the Election Cases Division of the

               Supreme Court, public sector, civil society and media), two frameworks
               of indicators were determined. The methods also helped identify the
               performance indicators and standards for the ECT.





                        Frameworks of indicators


                        Performance indicators and standards for the Election
               Commission of Thailand (ECT) were developed based on two frameworks:

               1) Thailand ECT mandated functions and structure 2) the Philippine
               COMELEC Strategic Plans.


                        1, Thailand ECT mandated functions and structure:


                        The four mandated functions of the ECT are as follows:

                        a.   To carry out honest and fair elections and referendums.

                        b.   To set relevant rules and regulations, and issue notifications.

                        c.   To conduct investigations and dispute adjudications of

                            elections and referendums. This quasi-judicial power includes:
                            the authorities to order a new election or a new voting at a

                            referendum to be held in any or all polling stations when
                            there is convincing evidence that the election or the voting
