Performance Indicators and Standards for the
Election Commission of Thailand (ECT)
Based on the framework of the existing Thailand ECT mandates and
structures, the Thai research team arrived at 5 dimensions of performance
indicators and standards for the ECT. Additional indicators from the
Philippine COMELEC Strategic Plans, which are relevant and suitable to
assess the performance achievement of Thailand’s ECT, were also taken
into account.
Performance Indicators and Standards for the Election Commission
of Thailand (ECT) are classified into 5 dimensions: Election Administration,
Political Party Affairs, Investigation and Adjudication, Public Participation,
and General Administration.
1. The Election Administration Dimension evaluates the
performance of the ECT commencing from the proclamation
of the royal decree on the election in question through to
the announcement of the electoral results and the voting
outcomes. This dimension comprises 4 major components:
preparation of electoral administration; implementation
of electoral administration; ballot counting and the
announcement of the election results; and issuance of
election- related announcements, rules and regulations,
and manuals. The four major components are subdivided
into 10 minor components and 32 indicators (11 subjective
indicators.)
