5. The General Administration Dimension looks at the
performance of the ECT in terms of ‘general affair’ with
respect to providing support for the missions implemented
by both the ECT and the Office of the ECT, that are not
determined as any specific affair in particular. This dimension
comprises 5 major components: developing competence for
the ECT staff in field offices in order to increase effectiveness
and efficiency at work; developing competence for the ECT
main officers in order to increase effectiveness and efficiency
at work; IT capability required to effectively support the
operation of the ECT; strengthening the foundation of integrity
and accountability of the officers at work; and providing
the ECT personnel with sufficient and proper office space.
The five major components are subdivided into 9 minor
components and 21 indicators (3 subjective indicators.)
