4. The Public Participation Dimension measures the
performance of the ECT in enabling the general public to

become knowledgeable in democracy and the value of fair
and honest election, as well as encouraging and promoting
people’s participation, including stakeholders, private sector,

as well as the so-called provincial communes, with respect
to the electoral process during the elections and outside

the election periods and the functioning of the ECT itself.
There are 4 major components: providing knowledge and
education for the general public on fair and honest election,

as well as democracy (constitutional monarchy); encouraging
and promoting participation by the general public (people),

private organizations and provincial communes in the
process of election; the existence of supportive mechanism
to participation by the stakeholders and those related to

the ECT’s operation such as the court of law, civil service
personnel, political parties and mass media; and the

existence of supportive mechanism to the petitions filed by
the general public, as well as their opinions, regarding the
ECT’s operation. The four major components are subdivided

into 14 minor components and 41 indicators (5 subjective
indicators.)
