16. Precinct Implementation of the AES involves the clustering of
assignment of precincts, which means that the majority of voters will
voters likely have to go to new polling places.
Action point: Request for an update on the preparation
of the list of voters for each of the clustered precincts,
and on the plan for informing voters of their new
precinct assignments, especially on election day, in
order to avoid confusion and delays in locating assigned
precincts.
17. Manual Section 24 of R.A. 9369 mandates a random manual audit
audit of vote (RMA) in one precinct per congressional district, randomly
counts chosen by the Commission in each province and city, and
that any difference between the automated and manual
count will result in the determination of the root cause
and initiate a manual count for those precincts affected
by computer or procedural error. It is deemed that the
sample size of one precinct per congressional district is
low.
Action point: Propose an increase of audit coverage
to up to 15% of all precincts, making sure that all
municipalities are covered.
