                                        MILESTONES

            11. Precinct      As part of the implementation of the selected
            specific ballots  technology, ballots will be pre-printed with the names
            and forms         candidates for specific localities. R.A. 9369 provides

                              the required number of ballots per clustered precinct.


                              Action point: Request for an update on the plans for the
                              preparation of ballots, and for their delivery in order to

                              ensure that the precinct-specific ballots to the correct
                              locations in a timely manner.
            12. IT-capable    Section 3 of R.A. 9369 states that at least one member

            persons for the  of the Board of Election Inspectors (BEI) shall be an
            BEIs and BOCs     IT-capable person trained or certified by the DOST to use
                              the AES. In addition, Section 5 mandates that each Board

                              of Canvassers (BOC) be assisted by an IT-capable person
                              authorized to operate the equipment for the elections
                              and that the COMELEC deputize IT personnel from among
                              the agencies and instrumentalities of the government,
                              including government-owned and controlled corporations.



                              Action point: Request for an update on the recruitment,
                              training, and certification by the DOST of IT-capable

                              persons to serve in the BEIs, and the identification and
                              appointment of IT-enabled persons to support the BOCs.
            13. Resource      Action point: Request for an update on the survey of available
            Inventory at the  resources in each of the voting centers, including:

            Voting Centers    •  Telecommunications facilities
                              •  Power supply and periods of operation
                              •  IT-capable personnel for the BEIs and BOCs
