                              Action point: Request for an update on the plans of the
                              COMELEC on the use of digital signatures by the BEI and
                              BOC members.

            7. Transmission  Under the Terms of Reference for bidders, the COMELEC
            facilities        requires that the transmission capability covers all
                              clustered precincts for the electronic delivery of the

                              election results to the different canvassing levels.


                              Action point: Request for an update on the survey of
                              available transmission facilities covering the various

                              voting centers, and on the arrangements for the use of
                              such facilities for the AES, including the areas covered
                              by each of the various arrangements.

            8. System-wide  Under the Terms of Reference for the AES bidders, COMELEC
            vote counters     requires all AES machines to be cleared or zeroed out to
            set to zero       show that there are no entries/votes in the PCOS memory.



                              For greater transparency and trustworthiness of the whole
                              system, will there also be a zeroing out of vote counts,
                              SOV, and COC at the municipal CCS, provincial CCS,

                              national COMELEC CCS, and national congressional CCS?


                              Will the zeroing out at the national level be the result of
                              the transmission of the zeroing out of PCOS machines?
                              (This is also to test the transmission from the precinct

                              level to the national level)
