The STAR CARD

AES Watch has adopted a 20-point System Transparency,

Accountability and Readiness Scorecard or STAR Card to focus
attention on what it considers the key milestones that must be achieved
by COMELEC to signal 100 percent readiness for the automated elections.

The following table presents the scorecard elements:

MILESTONES

1. System Various hardware and software components (e.g. PCOS
component and CCS machines, servers, etc.) have to be developed,

delivery customized, manufactured, delivered, configured
and/ or tested to have a fully functioning automated
election system.

Action point: Request for an updated time table
showing realistically that all needed components of the
AES will be in place in time for the elections.

2. Machine To ensure that the machines to be delivered to COMELEC
production are of the highest quality, quality assurance engineers
quality with knowledge and skills on computer hardware should
assurance be deployed to the manufacturing facility.
