5. Technology Section 9 of R.A, 9369 identifies the functions of the
certification Technical Evaluation Committee, and states that the
Committee shall certify -- through an established
international certification entity to be chosen by the
Commission from the recommendations of the Advisory
Council and not later than three months before the
date of the electoral exercises -- that the AES, including
its hardware and software components, is operating
properly, securely, and accurately, in accordance with
the provisions of the law.
Action point: Request for an update on the steps taken to
accomplish the required certification by the set deadline.
6. Secured Section 19 of R.A. 9369 requires that election returns
transmission of be transmitted electronically and digitally signed,
election results and these shall be considered as the official election
results to be used as the basis for the canvassing
of votes and the proclamation of a candidate.
R.A. 8792 (Electronic Commerce Act) provides the provisions
for the use of digital signatures for electronic transactions.
Will the COMELEC employ existing certification authorities
(e.g., Verisign, eTrust, Thawte) for the signature keys of
the BEI and BOC members?
Have the BEI and BOC members been trained on how
to secure their signing keys?
